Horacio Rubio Monteverde is a physician and surgeon specialized in pneumology and othorhinolaryngology. Associate professor and Director (1980-1993) of the Instituto Nacional de Enfermedades Respiratorias. He promoted the Smoking Cessation Clinica and founded the Revista del Instituto Nacional de Enfermedades Respiratorias. He has been president of different Mexican and international scientific societies on respiratory diseases. Between 2001- 2005 he was the tobacco expert at the CONADIC, the National Council against Addictions of México.
